On October 11, China MCC hosted a special meeting on work safety for the fourth quarter of 2025 via "on-site + video". The meeting conveyed and studied the spirit of the national video conference on work safety and autumn-winter forest and grassland fire prevention and control, and arranged key tasks for work safety for the fourth quarter. Chen Jianguang, Member of the Party Leadership Group and Vice President, Secretary of the Party Committee and Chairman of China MCC, attended the meeting and delivered a speech. Bai Xiaohu, Member of the Standing Committee of the Party Committee and Vice President of China MCC, conveyed the spirit of the higher-level meeting and made work arrangements. Wang Zirui, the Company's Deputy Chief Engineer and Chief Safety Officer, presided over the meeting.
Bai Xiaohu conducted an in-depth analysis of the severe situation faced by central construction enterprises in work safety, emphasized the importance of guaranteeing the work safety, and made arrangements for the next work safety efforts in six aspects: recognize the situation, grasp the laws, and enhance safety awareness; earnestly shoulder responsibilities, make concerted efforts in safety, and gather strength; prevent risks, eliminate hidden dangers, and build a solid safety defense line; strengthen training, improve quality, and cultivate safety culture; intensify assessment, implement rewards and punishments simultaneously, and establish a safety-oriented approach; issue timely warnings, respond proactively, and improve emergency capabilities.
In his speech, Chen Jianguang emphasized that it is necessary to fully unify thinking and build consensus. Earnestly shoulder the full-chain responsibilities with an overwhelming manner, prevent and control systemic risks through accurately resolving high-risk issues, and "prevent risks, ensure safety and maintain stability" with the greatest determination, highest standards and strictest requirements, make decisive efforts to ensure work safety in the fourth quarter to build a solid barrier for the successful convening of the Fourth Plenary Session of the 20th CPC Central Committee, and lay a solid foundation for the successful achievement of the annual business targets. He also put forward three requirements: first, improve political stance, clearly recognize the severe situation of the "triple pressures", and earnestly establish the concept of safe development; second, resolutely guarantee implementation, fully shoulder the "three-level penetration" responsibility system, and completely smooth implementation blockages; third, address key issues precisely, unswervingly focus on the strategic direction of the three-year campaign for fundamental solutions to work safety, accelerate the pace of the "thunderbolt campaign" for work safety, and focus on the core goals of major risk and hidden danger management. These efforts will systematically promote the in-depth implementation of the "three campaigns" to earnestly build a solid safety barrier.
